Pupuk Indonesia is committed to optimizing the distribution of subsidized fertilizers throughout Indonesia as part of efforts to accelerate national food self-sufficiency. One of the initiatives includes the socialization of new technical guidelines (juknis) for managing the distribution of subsidized fertilizers in Gunungkidul Regency, Special Region of Yogyakarta (DIY), on Friday (08/08/2025).

Senior Vice President (SVP) of Sales Strategy & Customer Service at PT Pupuk Indonesia (Persero), Deni Dwiguna Sulaeman, explained that the new regulations governing the management of subsidized fertilizer distribution are stipulated under Minister of Agriculture Regulation (Permentan) No. 15/2025, which serves as the implementing rule for Presidential Regulation (Perpres) No. 6/2025 on Subsidized Fertilizer Management. One of the key changes is that registered farmers now redeem subsidized fertilizers directly at the Fertilizer Recipients at Delivery Points (PPTS), which consist of four entities: retailers, farmer group associations (gapoktan), fish farming groups (pokdakan), and cooperatives. “The presence of cooperatives does not replace kiosks; instead, it complements the delivery points,” said Deni during the “Grand Socialization of Subsidized Fertilizer Recipients at Delivery Points” in Gunungkidul.

He further explained that Pupuk Indonesia acts as the operator for the regulations set by the government, taking full responsibility for distributing subsidized fertilizers up to the delivery points. Under the new regulation, Distribution Business Actors (PUD) — previously known as distributors — are now formally integrated into Pupuk Indonesia’s framework.

Several adjustments have also been made to ensure the optimal implementation of these regulations. Among them are updates to the i-Pubers and WCM applications with new features. The i-Pubers app now includes a “Fertilizer Order” feature designed to capture real-time fertilizer demand data from the field based on delivery points. Meanwhile, WCM has been upgraded with a “Delivery Tracking” feature to monitor how long PUDs take to deliver fertilizers after orders are placed.

At the same event, Sry Pujiati, Head of the Subsidized Fertilizer Division at the Ministry of Agriculture (Kementan), urged all farmers, PPTS managers, and PUDs in Gunungkidul to read and understand the new technical guidelines to minimize redemption issues in the field. “We must optimize the absorption of subsidized fertilizers in accordance with regulations. Don’t worry about low allocations; we can implement a reallocation process when needed. Farmers registered in the RDKK are entitled to receive subsidized fertilizers, and the RDKK serves as the primary basis for redemption at delivery points,” Sry stated.

Bona Kusuma, Assistant Deputy for Agricultural Production Facilities and Infrastructure Management at the Coordinating Ministry for Food Affairs (Kemenko Pangan), explained that the essence of the new management system is to ensure the national allocation of 9.55 million tons of subsidized fertilizers can be distributed promptly by Pupuk Indonesia without requiring multi-tiered approvals at the provincial or regency/city levels.

Furthermore, Bona added that the updated regulations reinforce the “7 Accuracy Principles” (7 Tepat), with the latest policy introducing an emphasis on “accurate targeting”. The government aims to ensure that subsidized fertilizers truly reach the intended farmers. “For this reason, the government has granted Pupuk Indonesia the authority to distribute subsidized fertilizers directly to the PPTS,” he said.

Bona also revealed that Presidential Regulation No. 6/2025 mandates Kemenko Pangan to establish a dedicated working group as stipulated in Coordinating Ministerial Decree No. 6/2025, known as the Subsidized Fertilizer Policy Monitoring and Evaluation Working Group (Pokja). The working group focuses on monitoring the implementation and progress of the new management system in the field. “One of the key achievements of this working group is the successful pilot implementation in five regencies, including Gunungkidul,” Bona explained.

Gunungkidul Farmers Receive 30,500 Tons of Subsidized Fertilizer

Meanwhile, Jeff Narapati, Regional Sales Manager 2B at PT Pupuk Indonesia (Persero), stated that this streamlined management system aims to make it easier for farmers to obtain subsidized fertilizers. He encouraged Gunungkidul farmers to take full advantage of these benefits by maximizing fertilizer absorption. In 2025, farmers in Gunungkidul have been allocated 30,500 tons of subsidized fertilizers — an increase of more than 40% compared to the total allocation for the Special Region of Yogyakarta (DIY), which stands at 76,000 tons.

At the national level, Jeff added that as of August 7, 2025, the redemption of subsidized fertilizers had already reached 4.4 million tons, or approximately 48% of the total allocation of 9.55 million tons. Additionally, Pupuk Indonesia has prepared a national stock of 1,369,000 tons of subsidized fertilizers to ensure smooth absorption. “This stock is sufficient to meet the nationwide fertilizer demand, including for farmers in Gunungkidul,” Jeff concluded.
