Pupuk Indonesia has once again reaffirmed its commitment to implementing the new subsidized fertilizer distribution mechanism in accordance with Presidential Regulation (Perpres) Number 6 of 2025 on the Governance of Subsidized Fertilizer and Minister of Agriculture Regulation (Permentan) Number 15 of 2025 as part of its implementing regulations.

This was conveyed by Antonius Yudhi Kristyanto, Senior Manager (SM) of Regional 2A Pupuk Indonesia, during the “Grand Socialization of Subsidized Fertilizer Recipients at Delivery Points” in Tasikmalaya, on Wednesday (August 13, 2025).

“Pupuk Indonesia Group is fully prepared to implement the new subsidized fertilizer distribution mechanism, ensuring efficiency and accuracy right up to the delivery points. Additionally, Pupuk Indonesia guarantees the availability of subsidized fertilizer by maintaining sufficient stock levels, ensuring a secure supply to support national agricultural productivity,” Antonius emphasized.

According to Antonius, one of the major changes is that registered farmers can now directly redeem subsidized fertilizer at the Subsidized Fertilizer Recipients at Delivery Points, which consist of four entities: Retailers, Farmers’ Group Associations (Gapoktan), Fish Farming Groups (Pokdakan), and Cooperatives. However, he stressed that the presence of cooperatives does not replace retailers, but rather complements the structure of the delivery points.

Antonius further explained that Pupuk Indonesia acts as the operator under the established regulations, taking full responsibility for distributing subsidized fertilizer to the delivery points. As part of the new policy, Business Distribution Entities (PUDs) — previously functioning as independent distributors — are now officially integrated into Pupuk Indonesia’s operational framework.

In line with this policy adjustment, monitoring will be conducted from upstream to downstream, starting from the production stage, through the PUDs, and finally to the delivery points. The system will be fully equipped with messaging features and Service Level Agreement (SLA) targets to ensure efficiency, along with final verification through photos of farmer recipients. As a result, subsidized fertilizer distribution will be significantly strengthened through a comprehensive digitalization system.

“We firmly believe that this new governance framework for subsidized fertilizer will become a key milestone in boosting farmer productivity and welfare, ultimately advancing the national agricultural sector. This initiative marks a crucial step that brings us closer to achieving the national rice self-sufficiency target by 2028,” Antonius asserted.

Local Agricultural Office Hopes New Policy Solves Fertilizer Issues

Meanwhile, Aneu Susana, Secretary of the Tasikmalaya District Agriculture Office, expressed hope that this socialization effort would help resolve existing issues related to subsidized fertilizer distribution in the field. She stated that the new governance framework could provide an effective solution.

“We hope that subsidized fertilizer will be distributed according to Permentan 15/2025, ensuring compliance with the ‘7 Rights’ principles, particularly in achieving accurate targeting,” she said briefly.

Tasikmalaya Farmers Have Redeemed 27,690 Tons of Subsidized Fertilizer

Furthermore, Antonius explained that the latest governance framework has already improved services and ensured that subsidized fertilizer is more accurately targeted and easily accessible to farmers. This is evident from the high redemption rate of subsidized fertilizer across various regions in Indonesia.

Specifically, in Tasikmalaya, as of August 8, 2025, the redemption volume reached 27,690 tons. Nationally, as of August 12, 2025, subsidized fertilizer distribution totaled 4,592,109 tons, or approximately 48.1% of the government’s total allocation of 9.55 million tons.

Lastly, Antonius revealed that to optimize the implementation of the new governance system, Pupuk Indonesia is ensuring sufficient stock levels across all distribution lines. As of August 7, 2025, Pupuk Indonesia had prepared a national stock of 1,369,090 tons.

“This stock is sufficient to meet farmers’ needs. We hope that, with the facilities provided by the Government through this new governance framework, farmers will maximize the redemption of subsidized fertilizer as part of our joint effort to achieve national food self-sufficiency, in line with the vision of the President of the Republic of Indonesia, Mr. Prabowo Subianto, outlined in the Asta Cita program,” Antonius concluded.
