Pupuk Indonesia Group has once again reaffirmed its readiness to implement the new mechanism for distributing subsidized fertilizers in accordance with Presidential Regulation (Perpres) No. 6 of 2025 on the Governance of Subsidized Fertilizers and Minister of Agriculture Regulation (Permentan) No. 15 of 2025 as part of its implementing regulations.

Senior Manager (SM) of Regional 2A at PT Pupuk Indonesia, Antonius Yudhi Kristyanto, stated during the “Mass Socialization on Beneficiaries of Subsidized Fertilizer at the Handover Point (PPTS)” in Garut Regency, West Java, on Thursday (August 14, 2025), that the company’s readiness, along with its holding members, reflects Pupuk Indonesia’s commitment to supporting the achievement of national food self-sufficiency — a fundamental goal aligned with the Government’s Asta Cita vision of national independence.

“This new subsidized fertilizer scheme will be a significant milestone in boosting farmers’ productivity and welfare. This initiative represents a crucial step that will bring us closer to achieving the national rice self-sufficiency target by 2028,” Antonius emphasized.

Key Changes in the Governance System

Antonius explained that the Government has introduced significant changes in the governance of subsidized fertilizer distribution in 2025. The latest policy streamlines 145 regulations and cross-ministry approvals down to a simpler framework involving only the Ministry of Agriculture, Pupuk Indonesia, and the PPTS (Fertilizer Beneficiary Handover Points). The PPTS consists of four entities:

Retailers,

- Farmer Group Associations (Gapoktan),

- Fish Cultivation Groups (Pokdakan), and

- Cooperatives.

The aim is to enhance service quality and ensure subsidized fertilizers are distributed accurately and made more accessible to farmers.

Digitalization and End-to-End Monitoring. Antonius added that, as part of the adaptation to the new governance mechanism, Pupuk Indonesia continues to conduct comprehensive monitoring from upstream to downstream — from production, distribution through Business Distribution Entities (PUD), up to the PPTS level.

“This system will be equipped with a built-in ‘Order’ feature and a targeted Service Level Agreement (SLA) to ensure efficiency, alongside a final verification process through recipient farmers’ photos. We aim to significantly strengthen fertilizer distribution using a comprehensive digitalization system,” Antonius explained.

Support and Appreciation from Local Stakeholders

At the same event, Ardhy Firdian, Head of the Horticulture and Plantation Division at the Garut Regency Agriculture Office, expressed his gratitude to Pupuk Indonesia for initiating the socialization of Permentan 15/2025 in Garut. This effort enables all stakeholders of subsidized fertilizer in Garut to better understand and comply with the regulation, which came into effect on August 1, 2025. “There have been many dynamics in the field so far, so we all need to be cautious, especially regarding regulations and provisions that we must collectively understand and comply with,” Ardhy said.

He added that Garut, being one of the regencies in West Java whose economy relies heavily on agriculture, considers the availability of subsidized fertilizers to be vital. “This governance reform represents our shared effort to achieve food security in the shortest possible time,” he stressed.

Ensuring Proper and Accountable Distribution

Meanwhile, Hari Rosena from the National Police’s Food Security Task Force (Satgas Pangan Polri) also ensured that subsidized fertilizers are being distributed appropriately and to the right beneficiaries. He highlighted that his team is educating the public on the government’s intent to achieve food self-sufficiency through this program while warning PUDs and PPTS entities not to misuse the fertilizer allocation.

Hari further stated that any issues related to subsidized fertilizers can be reported and coordinated with the Food Security Task Force at the lowest level, starting with Babinkamtibmas officers. “From 2024 to 2025, there were at least 52 police reports related to fertilizer misuse. Of those, 31 cases advanced to investigation, and 19 files were submitted to prosecutors. West Java recorded the highest number of cases, so we must remain vigilant as this involves state funds,” Hari cautioned. Garut Farmers Absorb 46.7% of Subsidized Fertilizer Allocation. Antonius further explained that the governance changes have accelerated fertilizer uptake in various regions across Indonesia. As of August 12, 2025, the nationwide redemption of subsidized fertilizer reached 48% of the total annual allocation of 9.55 million tons. For Garut Regency, the absorption rate reached 46.7% of its allocated 108,560 tons, leaving a considerable remaining supply in the area.

He reaffirmed that Pupuk Indonesia Group remains fully committed to supporting the implementation of the new distribution mechanism by ensuring sufficient stock availability across all distribution levels. This is to guarantee stable supply for maintaining national agricultural productivity.

Currently, Pupuk Indonesia has prepared an ample stock of 1,368,538 tons of subsidized fertilizer nationwide, ensuring farmers do not need to worry about shortages. “We hope everyone can work together to optimize the available allocation so that agricultural production in Garut can operate effectively, contributing toward the realization of national food self-sufficiency,” Antonius concluded.
