JAKARTA – PT Pupuk Indonesia (Persero) announced that registration for subsidized fertilizer distribution business operators (PUD) for the 2026 distribution period will be open from September 8 to September 20, 2025. Registration can be done online through the Distributor Management System (DIMAS) application and is open to the public. This online registration system has been in place since 2021 after Pupuk Indonesia centralized its marketing functions.

DIMAS is an online platform for those who want to register as PUD. Applicants can visit dimas.pupuk-indonesia.com and prepare all the required documents.

The use of DIMAS ensures the registration process is efficient, transparent, accountable, fair, and competitive. It also speeds up registration, evaluation, selection, and data integration, reducing manual intervention in decision-making.

The requirements to become a PUD for subsidized fertilizer are based on the Ministry of Agriculture Regulation (Permentan) No. 15/2025 on subsidized fertilizer governance for agriculture. PT Pupuk Indonesia sets the following conditions:

Main Requirements

1. Submit an application letter to become a PUD.

2. Have a company legal deed.

3. Have a Business Identification Number (NIB) with KBLI 46652 (fertilizer & agrochemical wholesale trade).

4. Have a Taxpayer Identification Number (NPWP).

5. Have a Taxable Entrepreneur Confirmation Letter (SPPKP).

6. Provide the last 3 months’ bank statements.

7. Submit the company’s financial report.

8. Have an active office with active management.

9. Own or manage warehouses in all applied working areas with a minimum capacity of 20 tons.

10. Have a Warehouse Registration Certificate (TDG).

11. Own or manage transportation vehicles.

12. Provide a commitment letter agreeing to follow government and company rules on fertilizer procurement and distribution.

13. Provide a bank clearance letter showing no financial issues.

14. Have sufficient capital as required by PT Pupuk Indonesia.

These requirements are intended to ensure that selected PUDs are capable and reliable in handling subsidized fertilizer distribution according to Presidential Regulation No. 6/2025 and Permentan No. 15/2025.

Selected applicants will then sign a Sales and Purchase Agreement (SPJB) and will be officially appointed to distribute subsidized fertilizers within the assigned areas during the 2026 distribution period.
