PT Pupuk Indonesia (Persero) invites all farmers registered under the Group Definitive Needs Plan (RDKK) to immediately redeem the available subsidized fertilizers at kiosks/retailers in their respective areas. This also applies to registered farmers in Eastern Indonesia, where the availability of subsidized and non-subsidized fertilizers totals 246,919 tons as of August 31, 2025.

Wisnu Ramadhani, General Manager of Regional 4 at Pupuk Indonesia, stated that redeeming subsidized fertilizer is easy: registered farmers simply need to visit kiosks/retailers with their identity card (KTP) and cash equal to the allocation they want to redeem.

“As a state-owned enterprise, we want to ensure that the availability of subsidized fertilizers in Eastern Indonesia remains in accordance with the government’s allocation so that the supply can meet farmers’ fertilizer needs. We have recorded subsidized fertilizer stock at 233,599 tons and non-subsidized fertilizer at 13,320 tons as of August 31, 2025,” Wisnu explained.

The 233,599 tons of subsidized fertilizer consists of 100,588 tons of urea, 119,682 tons of NPK, 8,404 tons of special formula NPK, and 4,925 tons of organic fertilizer. All these subsidized fertilizer stocks are distributed across 14 provinces in Eastern Indonesia, including Maluku and North Maluku Provinces with a total stock of 3,995 tons, comprising 1,868 tons of urea and 2,127 tons of NPK.

Wisnu confirmed that subsidized fertilizers are only intended for farmers registered in the RDKK according to the Ministry of Agriculture Regulation (Permentan) Number 15 of 2025. This regulation states that subsidized fertilizers are designated for farmers in the food crop subsector (rice, corn, soybeans, and cassava), horticulture (chili, shallots, garlic), and plantations (smallholder sugarcane, cocoa, coffee). The maximum land area eligible for subsidized fertilizer allocation is 2 hectares, including farmers who are members of Forest Village Community Institutions (LMDH) or Social Forestry.

In other words, Wisnu said, farmers who do not meet the criteria in Permentan Number 15 of 2025 are not entitled to or do not receive government subsidized fertilizer allocation and therefore cannot redeem subsidized fertilizers at kiosks/retailers.

In addition to subsidies, Pupuk Indonesia also provides non-subsidized or commercial fertilizers that can be used by farmers, especially those not registered or without government subsidy allocations. The amount of commercial fertilizer available is 13,320 tons, consisting of 6,764 tons of urea and 6,556 tons of NPK as of August 31, 2025.

Pupuk Indonesia is not the only producer and distributor of non-subsidized or commercial fertilizers in Eastern Indonesia, so farmers have options to choose fertilizer products that meet their needs. “We ensure that all parties involved in the sales channels throughout Indonesia, including Eastern Indonesia, have adequate qualifications by upholding the principles of equality, fairness, and the enforcement of binding reward and punishment systems,” he said.

In 2025, Pupuk Indonesia has appointed 226 distribution business actors (PUD) and 2,144 recipients at delivery points (PPTS or kiosks/retailers) to handle the 14 provinces in Eastern Indonesia. These parties are authorized to distribute fertilizers only within specific regions according to their assignment from Pupuk Indonesia.

The 14 provinces in Eastern Indonesia receiving subsidized fertilizer allocations are North Sulawesi, Central Sulawesi, Southeast Sulawesi, South Sulawesi, West Sulawesi, Gorontalo, Maluku, North Maluku, Papua, West Papua, South Papua, Central Papua, Highland Papua, and Southwest Papua.
