Pupuk Indonesia is encouraging farmers to optimize the redemption of subsidized fertilizers in preparation for the late 2025 planting season. The government has introduced various conveniences for farmers in redeeming subsidized fertilizers, as stipulated in Presidential Regulation (Perpres) No. 6 of 2025 on Subsidized Fertilizer Governance and Minister of Agriculture Regulation (Permentan) No. 15 of 2025 as part of its implementing rules.

This was conveyed by Fickry Martawisuda, General Manager (GM) of Regional 2, PT Pupuk Indonesia (Persero), during the "Socialization and Technical Guidance on the Distribution Procedures for Subsidized Fertilizers" in collaboration with the Ministry of Agriculture and members of Commission IV of the House of Representatives (DPR RI) in West Bandung Regency, on Wednesday (September 17, 2025). He emphasized that optimizing the absorption of subsidized fertilizers is an effort to improve agricultural productivity and realize national food self-sufficiency.

“The government guarantees the availability and accessibility of fertilizers for farmers. The regulations have been simplified — from 145 rules into one umbrella regulation, namely Perpres 6/2025, further translated into Permentan 15/2025. The goal is to make it easier for farmers to access subsidized fertilizers,” said Fickry.

One key change, he added, is the new distribution flow: subsidized fertilizers from Pupuk Indonesia are now delivered through Business Distribution Actors (PUD) directly to Fertilizer Recipients at Delivery Points (PPTS) — consisting of retailers, farmer group associations (Gapoktan), fish farming groups (Pokdakan), and cooperatives.

As of now, Pupuk Indonesia has distributed 54% of the total government allocation of 9.55 million tons for 2025. Therefore, Fickry called on all registered farmers to redeem their subsidized fertilizer quotas accordingly.

“This socialization event is meant to explore how we can optimize uptake. All of us must work together to ensure that subsidized fertilizers are distributed optimally and in compliance with regulations,” he explained.

During the same event, Rajiv, a member of Commission IV of DPR RI, expressed appreciation for Pupuk Indonesia’s continuous efforts in educating farmers about subsidized fertilizers. He hopes that through this outreach, farmers in West Bandung can better understand how to access subsidized fertilizers, leading to increased absorption.

Rajiv noted that there are still cases where farmers complain about being unable to redeem subsidized fertilizers even when bringing their ID cards (KTP) to kiosks. However, he clarified that these cases usually occur because the farmers are not registered in the Definitive Group Needs Plan (RDKK), and therefore, not recognized as recipients of subsidized fertilizers.

“I urge farmers to contact their local field agricultural extension officers (PPL) to register themselves as eligible recipients of subsidized fertilizer. I thank you all, and I hope our agricultural output continues to grow. I also hope Pupuk Indonesia continues to educate farmers so they stay updated with the latest regulations. Low redemption sometimes happens simply because farmers don’t understand the procedure,” Rajiv stated.

Also present was Jeje Ritchie Ismail, Regent of West Bandung, who emphasized that West Bandung is an agrarian region with great potential, both in terms of its natural resources and socio-cultural conditions. One of the critical factors for the success of farmers, he said, is the availability of fertilizers.

The subsidized fertilizer program exists to ease farmers' burdens, maintain productivity, and ensure the sustainability of agriculture. Through this socialization event, he hopes all stakeholders — from PUDs to PPTSs — gain a clear understanding of the distribution mechanisms as regulated.“We also hope Pupuk Indonesia will ensure the availability of subsidized fertilizers in West Bandung,” he said briefly.

To support optimal absorption of subsidized fertilizers, Pupuk Indonesia has prepared sufficient stock for West Java and West Bandung. Specifically, in West Java, as of September 15, 2025, Pupuk Indonesia has provided a stock of 41,778 tons, consisting of Urea 24,515 tons, NPK Phonska 16,588 tons and Organik Fertilizer 500 tons. This stock is distributed across PUDs and PPTSs throughout West Java Province.

Meanwhile, in West Bandung, Pupuk Indonesia has prepared 853 tons of subsidized fertilizer, consisting of Urea 495 tons, NPK Phonska 348 tons and Organic Fertilizer 10 tons. “To optimize distribution, Pupuk Indonesia is also undergoing improvements. One major step is the digitalization of the entire supply chain, from factory to PPTS. We call this system Indigo (Integrated Distribution & Logistics Optimization),” said Fickry.
