PT Pupuk Indonesia (Persero) has opened registration for Penerima Pupuk pada Titik Serah (PPTS) or Fertilizer Recipients at Handover Points to support the distribution of subsidized fertilizers in 2026. Registration is open online from October 13 to October 25, 2025.

Acting Corporate Secretary of Pupuk Indonesia, Yehezkiel Adiperwira, stated that this registration process is carried out by Pupuk Indonesia in accordance with the new mechanism for subsidized fertilizer distribution, as regulated under Presidential Regulation (Perpres) No. 6 of 2025 on the Governance of Subsidized Fertilizers and Minister of Agriculture Regulation (Permentan) No. 15 of 2025 as part of its implementing regulations.

“A while ago, Pupuk Indonesia opened registration for Distribution Business Actors (PUD), and now we are continuing with the registration of PPTS. Based on the latest regulations on the governance of subsidized fertilizer distribution, the handover point consists of four entities: Retailers, Gapoktan (Farmers Group Associations), Pokdakan (Fish Farming Groups), and Cooperatives,” said Yezki, Yehezkiel Adiperwira’s familiar nickname.

Several requirements must be met to register as a PPTS, including submitting a letter of application to become a PPTS and a statement of commitment to distribute subsidized fertilizers.

In addition, PPTS applicants must possess a Legal Entity Deed, a Business Identification Number (NIB) with KBLI code 47763 (Retail Trade of Fertilizers and Pesticides), a Tax Identification Number (NPWP), and submit bank statements for the last three months.

Next, applicants must own or have access to a warehouse in their proposed operational area with a minimum storage capacity of 5 tons, and must also have sufficient capital as required by Pupuk Indonesia.

“These requirements are established to ensure that Pupuk Indonesia can select PPTS candidates with strong capabilities in carrying out the task of distributing subsidized fertilizers in accordance with Perpres 6/2025 and Permentan 15/2025,” Yezki emphasized.

He further added that registration can be done through the website ppts.pupuk-indonesia.com. The implementation of digital applications and systems in recruiting PPTS is expected to be efficient, effective, accountable, competitive, fair, and transparent.

This approach minimizes intervention in the registration, evaluation, and appointment processes of PPTS. Online registration also ensures business process transparency, speeding up the registration, assessment, and selection of PPTS, as well as data integration.

“For those selected as PPTS, they will be appointed and required to sign a Fertilizer Purchase Agreement (SPJB) to distribute subsidized fertilizers within their designated operational areas throughout the 2026 distribution period,” Yezki concluded.
