Coinciding with the first anniversary of President Prabowo Subianto and Vice President Gibran Rakabuming Raka’s administration, PT Pupuk Indonesia (Persero) fully supports the President’s decision to lower the Retail Price Ceiling (HET) for subsidized fertilizers. This decision marks a historic moment, as it is the first time the government has reduced the HET for subsidized fertilizers—demonstrating the administration’s strong commitment to farmers and to achieving sustainable food self-sufficiency.

“Pupuk Indonesia appreciates and fully supports the government’s historic move to lower the subsidized fertilizer HET as a tangible expression of the government’s pro-farmer stance. In line with the government, we remain committed to prioritizing the interests of farmers, who are the backbone of national food security,” said President Director of Pupuk Indonesia, Rahmad Pribadi.

Pupuk Indonesia is optimistic that this policy will enhance the affordability of fertilizers while strengthening farmers’ purchasing power. With more affordable fertilizer prices, farmers will have better access to fertilizers, which in turn will boost national agricultural productivity.

To ensure the smooth implementation of the new HET, Pupuk Indonesia is coordinating with relevant ministries and institutions to ensure the policy is executed in compliance with regulations. Comprehensive socialization efforts will also be carried out across the entire distribution chain, particularly to Handover Point Recipients (PPTS), to ensure optimal implementation in the field.

During this socialization process, Pupuk Indonesia guarantees that the supply of subsidized fertilizers remains sufficient throughout Indonesia. As of October 22, 2025, the national stock of subsidized fertilizers stood at 1,101,807 tons—enough to meet farmers’ needs until the end of the year.

“We are ensuring that the company’s business operations continue to run normally and that fertilizer supply and distribution remain secure nationwide, so that this policy can be effectively implemented and deliver real benefits to farmers across Indonesia,” he said.

Pupuk Indonesia reaffirmed its readiness to oversee the implementation of the government’s policy by ensuring that all fertilizer distribution processes run smoothly, orderly, transparently, and on target. Supervision is carried out rigorously through the digital i-Pubers system and the Command Center, which enable real-time monitoring of stock, distribution, and redemption transactions throughout Indonesia.

“We will strengthen coordination with all relevant stakeholders to ensure that fertilizer distribution complies with the new HET provisions,” he emphasized.

The reduction of the Retail Price Ceiling (HET) for subsidized fertilizers aligns with the government’s broader goal of revitalizing national fertilizer plants, many of which have been operating for decades. This initiative marks an important milestone in strengthening the agricultural sector by improving production efficiency and ensuring a more affordable fertilizer supply for farmers. Previously, fertilizer plant revitalization efforts had been hindered by complex regulations—making this new initiative a key step in modernizing fertilizer industry infrastructure to support national agricultural productivity.

The government, through Minister of Agriculture Andi Amran Sulaiman, officially announced President Prabowo Subianto’s directive to reduce the subsidized fertilizer HET by 20%. In a press conference held at the Ministry of Agriculture on October 22, 2025, the Minister of Agriculture stated that the new HET applies to all types of subsidized fertilizers.

The new subsidized fertilizer price ceilings are stipulated in the Minister of Agriculture Decree (Kepmentan) No. 1117/Kpts./SR.310/M/10/2025 concerning the Amendment to Minister of Agriculture Decree No. 800/KPTS./SR.310/M/09/2025 on the Types, Retail Price Ceilings, and Allocation of Subsidized Fertilizers for the Agricultural Sector for Fiscal Year 2025, as follows:

Urea Fertilizer                        : Rp 1,800/kg or Rp 90,000 per 50 kg sack

NPK Fertilizer                        : Rp 1,840/kg or Rp 92,000 per 50 kg sack

NPK Fertilizer for Cocoa      : Rp 2,640/kg or Rp 132,000 per 50 kg sack

ZA Fertilizer                            : Rp 1,360/kg or Rp 68,000 per 50 kg sack

Organic Fertilizer                    :Rp 640/kg or Rp 25,600 per 40 kg sack
