Farmers Welcome the 20 Percent Reduction in the Highest Retail Price (HET) of Subsidized Fertilizers Set by President of the Republic of Indonesia, Prabowo Subianto

Farmers have responded positively to the government’s policy of reducing the Highest Retail Price (HET) of subsidized fertilizers by 20 percent, as set by President of the Republic of Indonesia, Prabowo Subianto. This was conveyed by the Coordinating Minister for Food Affairs of the Republic of Indonesia, Zulkifli Hasan, during his visit to farmers in Jombang Regency, East Java, on Saturday (October 25, 2025).

The Coordinating Minister for Food became the first minister to directly review the implementation of the subsidized fertilizer price reduction policy since it took effect on October 22, 2025. He expressed hope that this policy would help meet the fertilizer needs of farmers registered in the Electronic Definitive Group Needs Plan (e-RDK) during the end-of-year planting season of 2025.

“Good news! Thanks to the hard work of the President Director of Pupuk Indonesia, the Government, and the Parliament. Alhamdulillah, farmers can now buy fertilizer at a cheaper price. Usually, prices go up—but this time they’re going down, and by a lot! Hopefully, our farmers will become more prosperous,” said the Coordinating Minister for Food.

The HET for Urea fertilizer was reduced from IDR 2,250 per kilogram (kg) to IDR 1,800, or from IDR 112,500 per 50 kg sack to IDR 90,000. The HET for NPK fertilizer dropped from IDR 2,300/kg to IDR 1,840, or from IDR 115,000 per 50 kg sack to IDR 92,000. Meanwhile, the HET for NPK fertilizer for cocoa plants fell from IDR 3,300/kg to IDR 2,640, or from IDR 165,000 per 50 kg sack to IDR 132,000.

Furthermore, the HET for ZA fertilizer, which has just been included in the subsidized fertilizer scheme, was also reduced—from IDR 1,700/kg to IDR 1,360. This fertilizer, used for sugarcane, previously cost IDR 85,000 per 50 kg sack, now reduced to IDR 68,000. Lastly, the HET for organic fertilizer decreased from IDR 800/kg to IDR 640, or from IDR 32,000 per 40 kg sack to IDR 25,600.

He added that this price reduction reflects the Government’s commitment to improving farmers’ welfare and its dedication to achieving national food self-sufficiency.

“The price of unhusked rice has increased to IDR 6,500 per kilogram, which means farmers’ income is also rising. Rice production is increasing because fertilizer is sufficient and irrigation is good. Thanks to our President, Mr. Prabowo, for ordering the fertilizer price reduction,” he explained.

During his visit to Jombang Regency, the Coordinating Minister for Food also inspected a fertilizer warehouse in Jatipelem to ensure that the stock of subsidized fertilizers would be adequate for the planting season.

He further explained that the Government has increased the allocation of subsidized fertilizers—from 4 million tons per year to 9.55 million tons in 2025. Therefore, farmers need not worry about shortages as long as they meet the eligibility criteria for receiving subsidized fertilizers.

“There’s plenty of fertilizer in warehouses—it never runs out. We’ve provided 9.55 million tons, but farmers have only redeemed 6.3 million tons. So, more than 3 million tons are still available. In East Java, 2 million tons were allocated, but only 1.5 million tons have been absorbed. That means 500 thousand tons remain. If there’s a shortage, please report it,” he said.

Meanwhile, the President Director of PT Pupuk Indonesia (Persero), Rahmad Pribadi, expressed his appreciation to the Coordinating Minister for Food for directly inspecting the fertilizer stock in warehouses and the implementation of the HET reduction policy at kiosks.

Rahmad added that to ensure farmers’ needs for subsidized fertilizers are met, Pupuk Indonesia maintains a stock of 10,430 tons of fertilizer in Jombang as of October 24, 2025. The stock consists of 2,580 tons of Urea, 7,316 tons of NPK, 113 tons of ZA, and 421 tons of Organic fertilizer.

“The policy of reducing the HET for subsidized fertilizers has been fully implemented across Pupuk Indonesia’s entire kiosk and PPTS network, from Sabang to Merauke,” he said.
