PT Pupuk Indonesia (Persero) has revoked the licenses of four kiosks or Fertilizer Delivery Points (PPTS) located in South Sulawesi and Gorontalo provinces. The decision was made after the kiosks were proven to have sold subsidized fertilizer above the Government’s stipulated Highest Retail Price (HET).

The General Manager (GM) of Regional 4 Pupuk Indonesia, Wisnu Ramadhani, stated that this action demonstrates the company’s firm stance in upholding regulations and maintaining farmers’ trust in the government’s subsidized fertilizer program.

“We will not tolerate any violations that harm farmers. Selling subsidized fertilizer above the HET is a serious breach of distribution regulations. This termination step reflects our commitment to ensuring that subsidized fertilizer reaches farmers at the prices set by the government,” Wisnu emphasized.

Pupuk Indonesia continues to strengthen its monitoring mechanisms through coordination with agricultural agencies, law enforcement, and local governments. In addition, regular field monitoring is carried out to ensure transparency in the distribution of subsidized fertilizers.

Field monitoring and reports revealed that the four PPTS had violated price regulations. Pupuk Indonesia then conducted clarification and direct verification, but the four PPTS were unable to provide accountable explanations.

“We urge all PPTS and Distribution Business Operators (PUD) to maintain integrity in performing their duties. Any form of violation, no matter how small, in the distribution of subsidized fertilizers will be dealt with firmly,” he added.

Pupuk Indonesia also called on the public, especially farmers, to take an active role in monitoring and to report any indications of fertilizer being sold above the HET or other irregularities in the distribution process. Reports can be submitted through official company channels or local government offices.

“This firm action is expected to serve as a deterrent for other PPTS so that they consistently comply with subsidized fertilizer distribution regulations and support fair, targeted, and transparent distribution across Indonesia,” Wisnu said.

The PPTS or Kiosks/Retailers whose licenses were revoked are as follows:

1. UD Sinar Rejeki, Gantarang District, Bulukumba Regency, South Sulawesi Province

2. UD Nurul Azis, Gantarang District, Bulukumba Regency, South Sulawesi Province

3. UD Enza, Bontomanai District, Selayar Islands Regency, South Sulawesi Province

4. UD Pertanian Sejahtera, Buntulia District, Pohuwatu Regency, Gorontalo Province

It is known that the Government, through the Minister of Agriculture Andi Amran Sulaiman, announced President Prabowo Subianto’s directive to lower the subsidized fertilizer HET by 20 percent. The Minister of Agriculture stated that the new HET applies to all types of subsidized fertilizers across all PPTS as of October 22, 2025.

The following are the latest subsidized fertilizer HETs as regulated in the Minister of Agriculture Decree (Kepmentan) No. 1117/Kpts./SR.310/M/10/2025 concerning Amendments to Minister of Agriculture Decree No. 800/Kpts./SR.310/M/09/2025 on the Types, Highest Retail Prices, and Allocation of Subsidized Fertilizers for the Agricultural Sector for Fiscal Year 2025:

• Urea Fertilizer: IDR 1,800/kg or IDR 90,000 per 50 kg sack
• NPK Fertilizer: IDR 1,840/kg or IDR 92,000 per 50 kg sack
• NPK Fertilizer for Cocoa: IDR 2,640/kg or IDR 132,000 per 50 kg sack
• ZA Fertilizer: IDR 1,360/kg or IDR 68,000 per 50 kg sack
• Organic Fertilizer: IDR 640/kg or IDR 25,600 per 40 kg sack
