Coordinating Minister for Food Affairs: Indonesian Fertilizer Kiosks in Yogyakarta Have Already Implemented the New HET (Highest Retail Price)
Coordinating Minister for Food (Menko Pangan), Zulkifli Hasan Visits Subsidized Fertilizer Kiosk in Kulon Progo Regency, Yogyakarta Special Region (DIY)
On Sunday (November 2, 2025), Coordinating Minister for Food (Menko Pangan) Zulkifli Hasan visited a subsidized fertilizer kiosk in Kulon Progo Regency, Yogyakarta Special Region (DIY). He was accompanied by the Regent of Kulon Progo, Agung Setyawan; Finance Director of Pupuk Indonesia, Wono Budi Tjahyono; and General Manager of Region 2 Pupuk Indonesia, Muhammad Ihwan.
Menko Zulhas confirmed that Pupuk Indonesia kiosks in the Yogyakarta area have implemented the new Government-mandated Maximum Retail Price (HET), which has been reduced by 20 percent. During his visit, the Coordinating Minister directly asked several farmers about the current price of subsidized 50-kilogram Urea fertilizer. The farmers answered in unison that the price was IDR 90,000 per sack, down from the previous price of IDR 112,500.
“The price of fertilizer has gone down? It really has gone down?” asked the Coordinating Minister, which was confirmed by about 300 farmers who were present.
The Government’s reduction of the subsidized fertilizer HET took effect on October 22, 2025. The new HET applies to all types of Government-subsidized fertilizers, including Urea, NPK, Special Formula NPK or NPK for Cocoa, ZA fertilizer, and organic fertilizer.
The Coordinating Minister for Food stated that the decrease in HET could not be separated from the performance of Pupuk Indonesia as the producer of subsidized fertilizers. The reduction was made possible because Pupuk Indonesia succeeded in producing fertilizers at a much more efficient cost.
“Thanks to the efficient management of Pupuk Indonesia, they were able to save up to 20 percent,” he said.
Zulhas, as he is familiarly called, added that the improvement in subsidized fertilizer management in 2025 is not only about the successful reduction in HET but also about the timeliness of fertilizer distribution. “Now the fertilizer arrives before the planting season,” he said. According to the Coordinating Minister, this is one of the key factors in increasing domestic rice productivity.
“Last year, our production was 30 million tons, so we still had to import rice to meet domestic demand. But this year, we no longer import rice because production has increased,” he explained.
In addition, the Coordinating Minister added that the Government is also promoting farmers’ welfare by increasing the price of unhusked rice (gabah), from an average of IDR 5,500 per kilogram to a minimum of IDR 6,500 per kilogram.
“If the price of gabah rises and production also increases, then farmers’ income will rise as well. Especially now that fertilizer prices have gone down. As a result, the farmers’ exchange rate has increased by nearly 7 percent,” he emphasized.
In a separate statement, President Director of Pupuk Indonesia, Rahmad Pribadi, expressed his gratitude to the Government, especially to the Coordinating Minister for Food, for actively inspecting and ensuring that Pupuk Indonesia kiosks across regions are implementing the new HET. He stated that Pupuk Indonesia is committed to implementing Government policies in accordance with established regulations so that farmers can directly benefit.
“Kulon Progo Regency is one of the rice granaries of Yogyakarta Province. There are many farmers here, and they can now enjoy cheaper prices for subsidized fertilizers. As soon as the Government decided to implement the new HET, Pupuk Indonesia kiosks immediately followed suit. This is one of the positive outcomes of digitalization in management,” said Rahmad.
He further stated that Pupuk Indonesia is ready to support the implementation of the new HET. One of its efforts is to maintain an adequate stock of subsidized fertilizers—above the minimum level set by the Government. According to Rahmad, Pupuk Indonesia will take firm action against kiosks proven to have violated the subsidized fertilizer management policy.
“Our commitment is clear. Through the digitalization system, once a violation report comes in, we immediately take action—no tolerance. The license is revoked immediately,” he stressed.
As of the end of October 2025, Pupuk Indonesia has provided 1,489 tons of subsidized fertilizer for farmers in Kulon Progo. The details are as follows: 294 tons of Urea fertilizer and 1,195 tons of NPK fertilizer.
The stock is currently stored in the Producer’s warehouses, Distribution Business Operator (PUD) warehouses, and Kiosk or Subsidized Fertilizer Recipient warehouses at the Delivery Points (PPTS). The fertilizers are ready to be distributed according to the Electronic Definitive Group Needs Plan (e-RDKK) and can be redeemed by registered farmers.
At the provincial level in Yogyakarta (DIY), Pupuk Indonesia has prepared 10,497 tons of subsidized fertilizer stock, consisting of 4,444 tons of Urea, 6,045 tons of NPK, and 8 tons of NPK for Cocoa.
To ensure smooth distribution, Pupuk Indonesia has also prepared various supporting facilities in the Yogyakarta Province, including 3 Line III Urea Warehouses, 1 Line III NPK Cocoa Warehouse, 4 Line III NPK Warehouses, 23 PUDs, 171 PPTSs, and 10 Field Officers to assist in distribution.
“Pupuk Indonesia is ready to optimally distribute subsidized fertilizers in accordance with the Government’s mandate. This is also a form of Pupuk Indonesia’s support for realizing national food self-sufficiency, in line with the vision of the President of the Republic of Indonesia, Mr. Prabowo Subianto, as outlined in Asta Cita,” Rahmad concluded.
Meanwhile, a corn farmer from Kulon Progo, Partiman, expressed his gratitude before the Coordinating Minister for Food to the Government, especially to President Prabowo Subianto, as fertilizer prices have fallen while commodity prices, particularly corn, have risen.
The following are the latest subsidized fertilizer HETs as regulated in the Decree of the Minister of Agriculture (Kepmentan) No. 1117/Kpts./SR.310/M/10/2025 concerning Amendments to the Decree of the Minister of Agriculture No. 800/KPTS./SR.310/M/09/2025 on the Types, Maximum Retail Prices, and Allocation of Subsidized Fertilizers for the Agricultural Sector for Fiscal Year 2025:
- Urea Fertilizer: IDR 1,800/kg or IDR 90,000 per 50-kg sack
- NPK Fertilizer: IDR 1,840/kg or IDR 92,000 per 50-kg sack
- NPK Fertilizer for Cocoa: IDR 2,640/kg or IDR 132,000 per 50-kg sack
- ZA Fertilizer: IDR 1,360/kg or IDR 68,000 per 50-kg sack
- Organic Fertilizer: IDR 640/kg or IDR 25,600 per 40-kg sack
