Pupuk Indonesia Ensures Registered Farmers in Papua Can Redeem Subsidized Fertilizer at the New Maximum Retail Price (HET)
Pupuk Indonesia Ensures Registered Farmers in Southwest Papua Have Redeemed Subsidized Fertilizer at the New Maximum Retail Price (HET)
Pupuk Indonesia has confirmed that registered farmers in Southwest Papua Province have redeemed subsidized fertilizers at the new Government-mandated Maximum Retail Price (HET), which has been reduced by 20 percent. This was confirmed by PT Pupuk Indonesia (Persero)’s Director of Operations, Dwi Satriyo Annurogo, during his visit to warehouses and kiosks in Southwest Papua.
“The Government reduced the HET starting from October 22, 2025. Alhamdulillah, farmers in Southwest Papua are already able to redeem subsidized fertilizers according to the new HET,” said Dwi Satriyo following his visit to the region.
The new HET for Urea fertilizer has been reduced from IDR 2,250 per kilogram (kg) to IDR 1,800, or from IDR 112,500 per 50-kg sack to IDR 90,000. Meanwhile, the HET for NPK fertilizer dropped from IDR 2,300/kg to IDR 1,840, or from IDR 115,000 per 50-kg sack to IDR 92,000. The special NPK fertilizer for cocoa plants decreased from IDR 3,300/kg to IDR 2,640, or from IDR 165,000 per 50-kg sack to IDR 132,000.
Furthermore, the HET for ZA fertilizer, which has recently been included in the subsidized fertilizer scheme, was also reduced from IDR 1,700/kg to IDR 1,360. This fertilizer, commonly used for sugarcane, previously cost IDR 85,000 per 50-kg sack and now costs IDR 68,000. Lastly, the HET for organic fertilizer dropped from IDR 800/kg to IDR 640, or from IDR 32,000 per 40-kg sack to IDR 25,600.
“With this adjustment, farmers across Indonesia can now redeem subsidized fertilizers at lower prices. The price reduction applies to all types of subsidized fertilizers used by farmers, including Urea, NPK, ZA, and organic fertilizers,” emphasized Dwi Satriyo.
He stated that fertilizer is a primary necessity in agricultural cultivation. The significant reduction in HET will help lower farmers’ production costs.
“This reduction is part of the Government’s effort to achieve national food self-sufficiency, in line with the vision of the President of the Republic of Indonesia, Prabowo Subianto, as outlined in Asta Cita, while also improving farmers’ welfare,” he added. Dwi expressed his hope that farmers would take full advantage of this pro-farmer policy by redeeming their allocations.
In addition to visiting kiosks, Dwi Satriyo, accompanied by Chrisna Deva Priyapratama, a member of the Board of Commissioners, also inspected warehouses in Southwest Papua to ensure sufficient availability of subsidized fertilizer. As of the end of October 2025, Pupuk Indonesia had prepared 416 tons of subsidized fertilizer stock.
Wisnu Ramadhani, General Manager (GM) of Regional 4 PT Pupuk Indonesia (Persero), explained that the stock consisted of 215 tons of Urea, 169 tons of NPK Phonska, and 32 tons of Petroganik organic fertilizer.
“The available stock is above the minimum requirement set by the Government and is sufficient to meet the fertilizer needs of farmers in Southwest Papua for the next three weeks,” Wisnu emphasized.
He further explained that the realization of subsidized fertilizer distribution in Southwest Papua during the same period reached 903 tons, or about 62 percent of the 2025 allocation of 1,467 tons. Meanwhile, the national realization of subsidized fertilizer redemption reached around 67 percent, equivalent to 6,389,671 tons out of the 9,550,000-ton allocation for 2025.
“The stock is sufficient, and fertilizer prices are now cheaper. We hope the redemption of subsidized fertilizers in Southwest Papua will become even more optimal. Currently, there are still 1,148 farmers in Southwest Papua who have not yet redeemed their fertilizer allocations,” Wisnu concluded.
