PT Pupuk Indonesia (Persero) has confirmed that it will take firm action against official subsidized fertilizer retailers or Subsidized Fertilizer Recipients at Delivery Points (PPTS) proven to have violated the Highest Retail Price (HET) regulations. This was conveyed by Pupuk Indonesia Regional 1B Senior Manager, Ikdul Jumai, on Tuesday (9/12/2025).

Ikdul stated that Pupuk Indonesia had previously received complaints alleging that some PPTS in Lampung Province were selling subsidized fertilizer to farmers at prices above the HET. In response, the company conducted inspections of 167 reported PPTS.

“Based on the results of our inspections and the evidence presented, they were not proven to have violated the HET as reported. Every report or piece of information related to alleged violations by PPTS or official Pupuk Indonesia kiosks will certainly be followed up,” said Ikdul.

In 2025, the Government implemented many positive changes in the governance of subsidized fertilizer distribution. These measures were taken to make it easier for farmers to access subsidized fertilizer. The governance improvements also included a policy to reduce the HET by 20 percent effective 22 October 2025.

This HET reduction applies to all types of subsidized fertilizer used by farmers, including Urea, NPK, ZA, and organic fertilizer. The HET for Urea fertilizer was reduced from Rp 2,250 per kilogram (kg) to Rp 1,800, or from Rp 112,500 per 50 kg sack to Rp 90,000.

Meanwhile, the HET for NPK fertilizer was reduced from Rp 2,300/kg to Rp 1,840, or from Rp 115,000 per 50 kg sack to Rp 92,000. The HET for NPK fertilizer specifically for cocoa plants was reduced from Rp 3,300/kg to Rp 2,640, or from Rp 165,000 per 50 kg sack to Rp 132,000.

Furthermore, the HET for ZA fertilizer, which was newly included in the subsidized fertilizer scheme, was also reduced from Rp 1,700/kg to Rp 1,360. This fertilizer for sugarcane crops was previously priced at Rp 85,000 per 50 kg sack and has now decreased to Rp 68,000. Lastly, the HET for organic fertilizer was reduced from Rp 800/kg to Rp 640, or from Rp 32,000 per 40 kg sack to Rp 25,600.

“The HET for subsidized fertilizer applies to direct purchases by farmers at PPTS. One of the characteristics of an official Pupuk Indonesia PPTS is the mandatory display of a poster showing the HET for subsidized fertilizer,” he emphasized.

He explained that Pupuk Indonesia is committed to distributing subsidized fertilizer in accordance with the principles of the “7 Rights” (Right Type, Quantity, Price, Place, Time, Quality, and Recipient). To prevent violations, Pupuk Indonesia also implements preventive measures by regularly conducting education and outreach programs for all PPTS. The company routinely issues circular letters regarding the obligation to distribute fertilizer in accordance with the HET and provides intensive assistance to PPTS.

Furthermore, the company invites local governments, law enforcement agencies, farmers, and the wider community to jointly monitor and report suspected irregularities in the field. In this way, subsidized fertilizer can be received by farmers in accordance with regulations to support the realization of national food self-sufficiency.

He also expressed hope that by the end of this year, registered farmers would optimize the redemption of subsidized fertilizer at official kiosks. Farmers eligible to receive subsidized fertilizer must be registered in the e-RDKK system, cultivate a maximum of 2 hectares of land, and grow one of ten commodities, namely rice, corn, soybeans, chili, shallots, garlic, cocoa, coffee, smallholder sugarcane, and cassava.

“When redeeming fertilizer, registered farmers simply need to come to an official PPTS and bring their ID card (KTP). The process is easy and fast,” he emphasized.

Finally, he expressed his gratitude for the active role of the community in helping Pupuk Indonesia supervise the distribution of subsidized fertilizer across various regions in Indonesia. To obtain subsidized fertilizer or other Pupuk Indonesia Group products, farmers can only purchase them at available official kiosks, ensuring they receive guaranteed fertilizer products.
