High Uptake of Subsidized Fertilizers in West Java, Pupuk Indonesia Ensures Adequate Stocks
Bandung, May 19, 2026 – PT Pupuk Indonesia (Persero) has ensured that subsidized fertilizer stocks in West Java remain sufficient in accordance with applicable regulations, amid the high uptake of subsidized fertilizers by farmers through mid-May 2026. The Company is taking this measure to support the ongoing planting season and maintain agricultural productivity in one of Indonesia’s key rice-producing provinces.
To verify stock availability on the ground, Regional CEO 2 of Pupuk Indonesia, Muhammad Ihwan F., directly inspected several fertilizer warehouses across West Java. Based on the inspection, he confirmed that subsidized fertilizer stocks remain adequate to meet farmers’ growing demand.
“We can see that this warehouse is fully stocked with subsidized fertilizers. These inventories are sufficient to meet the needs of farmers in Bandung Regency and Bandung City for the next three weeks,” said Ihwan during a visit to the Company’s warehouse in Nagreg, Bandung Regency.
As of May 18, 2026, the realization of subsidized fertilizer distribution in West Java had reached 405,038 tons, equivalent to approximately 37.82 percent of the province’s 2026 allocation of 1,070,997 tons.
The distribution consisted of 205,384 tons of Urea fertilizer, 198,282 tons of NPK fertilizer, 179 tons of ZA fertilizer, and 1,193 tons of organic fertilizer. Meanwhile, in Bandung Regency, subsidized fertilizer distribution had reached 14,244 tons, or approximately 32.23 percent of the 2026 allocation of 44,200 tons. The distribution comprised of 7,625 tons of Urea fertilizer, 6,534 tons of NPK fertilizer, and 114 tons of organic fertilizer.
“These figures are on the right track. Fertilizers are reaching farmers without any issues. We are optimistic that Pupuk Indonesia will be able to meet farmers’ needs, particularly in West Java, through the end of the year. Farmers have no reason to worry,” Ihwan said.
According to Ihwan, the high uptake of subsidized fertilizers has been driven by reforms and improvements introduced by the Government in the governance of subsidized fertilizer distribution. Among these reforms is the simplification of regulations, enabling farmers to redeem subsidized fertilizers from the beginning of the year.
In addition, the Government has reduced the Highest Retail Price (HET) of all types of subsidized fertilizers by 20 percent. This historic price reduction—the first in the history of Indonesia’s fertilizer subsidy program—has been in effect since October 2025.
“The Government has provided a discount and streamlined regulations that previously consisted of as many as 145 separate rules. Through these reforms, the Government has demonstrated its strong commitment to supporting farmers, especially during the peak planting season,” Ihwan said.
“The reduction in HET has encouraged more farmers to register in the e-RDKK (Electronic Definitive Group Needs Plan), enabling them to access subsidized fertilizers,” he added.
As part of its commitment to supporting smooth fertilizer distribution in West Java, Pupuk Indonesia had prepared 30,671 tons of subsidized fertilizer stocks as of May 18, 2026, consisting of 24,895 tons of Urea, 4,150 tons of NPK fertilizer, 1,498 tons of organic fertilizer, and 128 tons of ZA fertilizer. Meanwhile, subsidized fertilizer stocks in Bandung Regency stood at 2,994 tons, comprising 2,728 tons of Urea, 173 tons of NPK fertilizer, and 93 tons of organic fertilizer.
The available inventories are considered sufficient to meet farmers’ needs throughout Bandung Regency.
Pupuk Indonesia’s distribution efforts are supported by an extensive distribution network consisting of 149 Distribution Business Operators (PUDs), 51 buffer warehouses, and 3,247 handover-point retailers (PPTS). Specifically in Bandung Regency, distribution is supported by 11 Distribution Business Operators, 2 buffer warehouses, and 110 handover-point retailers (PPTS).
“We ensure that fertilizer availability in West Java, particularly in Bandung, remains secure. Farmers will no longer face difficulties in obtaining fertilizers. Access to fertilizers will become easier, and we will continue working at our maximum capacity to meet the needs of Indonesian farmers, especially those in West Java,” Ihwan concluded.
During the visit, Ihwan also conveyed strategic guidance in the form of the Eight Directives of Regional CEO 2, which serve as operational guidance for all Pupuk Indonesia employees in Regional 2 in carrying out their duties and responsibilities in the field.
The eight directives are 1) Facilitating farmers’ access to fertilizers; 2) Maximizing subsidized fertilizer distribution; 3) Monitoring fertilizer inventories; 4) Ensuring compliance with the Highest Retail Price (HET) at every PPTS; 5) Strengthening communication with stakeholders; 6) Developing a strong understanding of operational areas; 7) Upholding integrity at all times; and 8) Prioritizing occupational health and safety.
