“In 2025, Indonesia successfully achieved rice self-sufficiency, and we expect this achievement to be sustained. By 2027, we must achieve food self-sufficiency,” Widiastuti said before farmers attending the Pupuk Indonesia *Rembuk Tani* event.

To achieve this target, Widiastuti explained, the Government is encouraging higher agricultural productivity by improving farmers’ access to subsidized fertilizers, recognizing that fertilizer is one of the most critical inputs for successful agricultural cultivation.

One of the Government’s concrete measures to improve access has been simplifying the regulatory framework governing subsidized fertilizer distribution. Previously, distribution was governed by 145 regulations requiring multiple layers of verification. Today, the process has been significantly streamlined, allowing registered farmers to redeem subsidized fertilizers from the beginning of the year according to their allocated quotas or whenever they need them.

She further explained that maintaining fertilizer availability is equally important to sustaining agricultural productivity amid the dry season and the potential impacts of El Niño. One of the objectives of her visit to Bangkalan was to ensure that fertilizer distribution remains smooth in the westernmost part of Madura Island, with fertilizers readily available at authorized kiosks according to allocated quotas so that farming activities are not disrupted.

Director of Operations of PT Pupuk Indonesia (Persero), Dwi Satriyo Annurogo, who also attended the event in Bangkalan, expressed appreciation for the Government’s support in enabling Pupuk Indonesia to distribute subsidized fertilizers more efficiently. According to him, the various policy improvements introduced by the Government have led to more optimal fertilizer absorption.

As of June 19, 2026, Pupuk Indonesia had distributed 4,583,262 tons of subsidized fertilizers nationwide, equivalent to 46.6 percent of the total 2026 allocation of 9,845,686 tons. The distribution consisted of 2,077,389 tons of Urea, 2,322,861 tons of NPK Phonska, 37,479 tons of Special Formula NPK, 4,051 tons of SP-36, 6,051 tons of ZA, and 135,431 tons of organic fertilizer.

“Compared to the same period in 2025, subsidized fertilizer distribution has increased significantly by 1,082,855 tons, representing a 130 percent increase,” Dwi Satriyo said.

In East Java, fertilizer distribution realization during the same period exceeded the national average, reaching 54.1 percent, or 1,103,124 tons, out of the province’s 2026 allocation of 2,038,387 tons. Meanwhile, subsidized fertilizer absorption in Bangkalan reached 22,966 tons, equivalent to 28.8 percent of its 2026 allocation of 43,931 tons.

“We should appreciate the Government for reducing the Highest Retail Price (HET) and simplifying the fertilizer redemption mechanism. These improvements are intended to enhance farmers’ welfare, and today Indonesia has successfully achieved rice self-sufficiency,” Dwi Satriyo stated.

To support greater fertilizer absorption, Pupuk Indonesia had prepared a national subsidized fertilizer stock of 836,421 tons as of June 22, 2026. The stock consisted of 525,715 tons of Urea, 234,570 tons of NPK, 9,625 tons of Special NPK Cocoa, 17,078 tons of SP-36, 3,675 tons of ZA, and 45,759 tons of organic fertilizer.

Specifically for East Java, Pupuk Indonesia has prepared 139,660 tons of subsidized fertilizer stock, consisting of 89,036 tons of Urea, 20,839 tons of NPK Phonska, 160 tons of Special Formula NPK, 13,602 tons of SP-36, 2,470 tons of ZA, and 13,554 tons of organic fertilizer. In Bangkalan, the company has provided 3,243 tons of subsidized fertilizer stock, comprising 1,889 tons of Urea and 1,344 tons of NPK Phonska.

Meanwhile, Head of the Bangkalan Regency Office of Agriculture, Food, Culture, and Fisheries, C. Henry Kusuma Karyadinata, expressed his appreciation to the Government for introducing policies that have made it easier for registered farmers to obtain subsidized fertilizers. He particularly highlighted the reduction in the Highest Retail Price (HET), noting that its positive impact has been directly felt by farmers.

“We would like to thank the Government for reducing the Highest Retail Price of subsidized fertilizers by 20 percent. This reduction has contributed to higher fertilizer redemption among farmers in Bangkalan,” he said.
